Mandatory video recording of all housing transactions and the creation of a centralized registry of such records can be one of the effective measures to combat fraud. This was announced on October 31 by Svetlana Razvorotneva, Deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services.

"The increase in cases of fraud in real estate transactions requires, in my opinion, major changes in legislation. For two years now, together with the professional real estate community, we have been working on a law regulating real estate activities," said Razvorotneva in an interview with RIA Novosti.

Svetlana Razvorotneva stressed that among the initiatives discussed were the introduction of mandatory video recording of all transactions, including face—to-face ones, as well as the creation of a centralized registry of video recordings under the Federal Register of the Russian Federation or the Ministry of Justice.

Earlier, on October 28, the State Duma proposed checking the health status of housing sellers. It was clarified that such a measure would protect the rights of buyers, citing as an example their stories about the loss of purchased housing due to challenging the transaction, when the court refers to art. 177 of the Civil Code of the Russian Federation "Invalidity of a transaction made by a citizen who is unable to understand the meaning of his actions."
