Starting in November 2025, new legislative initiatives affecting the lives of Russians and businesses will begin to operate in the Russian Federation, including changes in the tax sphere, rules in the field of transport and communications, as well as new requirements for inheritance. This was announced on October 25 by Ekaterina Romanova, Executive Director of the AID Professional Legal Group.

According to her, one of the most significant innovations will be the ability of the Federal Tax Service (FTS) to collect debts from individuals without going to court. If the taxpayer does not respond to the notification sent to him, which will be displayed in his personal account, the funds can be debited directly from his bank account.

"Since November (of the current year. — Ed.) photo-video cameras will begin to check whether the car has a valid CTP policy. If the insurance contract is not found in the database, the owner will receive fines. <...> At the same time, no concessions are provided: even if the car was not stopped by the inspector, the decision can be made automatically," the specialist said in an interview with RT.

At the same time, as Romanova emphasized, if the first fine costs the violator 800 rubles, then the subsequent one will cost several thousand.

In addition, before the first day of the last autumn month, signalmen must check the number of numbers per subscriber. The limit on SIM cards will be 20 — those that exceed the established limits will be blocked. This measure is aimed at combating unauthorized registration of rooms.

From November 24, notaries are required to notify heirs of the debts of the deceased, which will facilitate the debt collection process by banks and MFIs. Citizens, in turn, will have to take a more careful approach to deciding whether to accept an inheritance.

The lawyer added that from the same period, an experiment on voluntary labeling of mineral fertilizers will start, which in the future, according to her assumptions, may become mandatory for businesses.

As Romanova notes, these changes symbolize the transition to "fine-tuning" control, where the responsibility of citizens and companies becomes direct and inevitable.

On Wednesday, October 22, Russian Finance Minister Anton Siluanov, speaking at a plenary session of the State Duma of the Russian Federation, announced the department's readiness for the second reading of the budget for 2026. He clarified that he had been informed of the proposals made by State Duma deputies, as well as representatives of public organizations and business associations, which would be discussed as part of joint work.
