On October 23, Chairman of the Federation Council Valentina Matvienko proposed changing the approach to providing family mortgages by introducing differentiated rates depending on the number of children in the family.

"We also propose to differentiate the family mortgage rate depending on the number of children. The more children there are, the lower the rate," she said at a meeting of the Presidential Council for the Implementation of state Demographic and Family Policy.

According to the speaker of the Federation Council, the current system of preferential family loans has turned into a "metropolitan mortgage", since more than half of the loans are in Moscow, St. Petersburg and the surrounding regions. Matvienko stressed the need to create conditions for improving the living conditions of families in the regions of their actual residence.

She also noted the importance of developing a preferential rental model for families with children. According to her, Dom RF has already prepared specific proposals for improving housing policy.

On September 24, it was reported that the new budget for the next three years provides 10 trillion rubles to support families with children. Of this amount, more than 2 trillion rubles will be allocated to improve housing conditions. In particular, about 1.8 trillion rubles will be used to subsidize the mortgage interest rate for all families with children, and over 300 billion rubles will be used for one—time payments to parents with many children (450 thousand rubles) to partially repay the debt.
