The Appeals Tribunal of the International Bobsleigh and Skeleton Federation (IBSF) has declared illegal the decision of the organization's congress to ban the participation of Russian athletes in international competitions. This was announced on October 20 by Mikhail Degtyarev, Minister of Sports of the Russian Federation and head of the Russian Olympic Committee (ROC).
