In Russia, late replacement of water meters can cause overpayment for housing and communal services. This was announced on October 18 by Sergey Kolunov, deputy chairman of the State Duma Committee on Construction and Housing and Communal Services.

According to him, the service life of water meters is indicated in their technical data sheet, but on average it is 12 years. After this period, the device must be replaced. He also clarified that during the operation of the meters it is necessary to carry out regular verification. If the verification was not carried out on time or the service life of the meters has expired, residents face an increase in payments.

Kolunov added that if the meter verification period has expired, after three months, charges will be made based on the average expense over the past six months.

"Installation of meters is the responsibility of owners according to the law "On Energy Supply". The actual consumption fee is more profitable than the standard fee with a coefficient," he said in an interview with RIA Novosti.

On June 16, it was reported that the Ministry of Construction had developed a project to increase water charges in the absence of meters. It is specified that the coefficient was proposed to increase to three. Now it is set by the regional authorities — no higher than 1.5 of the standard.
