The damage caused by fraud with land plots, which was carried out by the head of the Crimean district of the Krasnodar Territory, Sergey Les, amounts to about 2 billion rubles. On October 12, victims of the official's actions shared with Izvestia the details of the official's crimes.
A local resident, pensioner Nadezhda Maltseva, said that after the floods in the region in 2012, her house was declared an emergency. However, later she found out that Sergey Lesya was interested in the land plot, who built a mansion on it and signed it over to his wife.
"He didn't have a permit, he built this house on his own. In connection with violations of federal legislation, the interdistrict prosecutor sent appeals to the Crimean District Court against the decision of the district court," Maltseva said.
It soon became clear that the school's territory had been used for the construction of the house — heavy construction equipment was driving through it. A drain pipe was brought to the children's stadium and a separate passage was made in the fence.
In addition, Les selected another plot of land with an area of 1 hectare. Initially, the owners planned to build a poultry farm on it, and the cadastral value of the land was about 7 million rubles. After the official's intervention, it increased 10—fold to 77 million rubles. Lesya Gayane Sanosyan, a former teacher, was suing for the site, who told about the rude manner of communication of the head of the Crimean district at a reception in the administration.

Andrei Popov, a reserve lieutenant colonel and a veteran of the Alpha antiterrorism group, explained that the relatives of the head of the district were in any case aware of the illegality of Les's actions, as they were granted land rights.
On October 11, a source from Izvestia reported Les's arrest. On the eve of his arrest, he tried to escape from the investigation. Later, on October 12, the court arrested Les until November 29. He is accused of committing a crime under Part 3 of Article 33, Part 3 of Article 285 of the Criminal Code of the Russian Federation ("Abuse of official authority"). According to the investigation, as the head of the district, in the period from January to March 2024, Les ordered a subordinate employee to conclude land purchase and sale agreements with the person he indicated on preferential terms, without bidding, at a price significantly lower than the market price.
