Andrei Frolkin, who is serving a life sentence for the murder of four people, including a 12-year-old boy, appealed to the court with a request to transfer him to a colony located closer to his relatives' place of residence. This follows from the court documents, which were reviewed by RIA Novosti on October 12.

It is specified that the appeal was filed almost 20 years after the verdict, in 2025, after Frolkin ended up in a special regime colony in the Yamalo-Nenets Autonomous District. He claimed that due to the remoteness of the colony, it was difficult for him to exercise the right to visit his family.
