On October 2, Russian President Vladimir Putin said at the XXII annual meeting of the Valdai International Discussion Club that France could use the seizure of the tanker to divert public attention from domestic political problems, provoking external tension.

"To arouse some other forces, other countries, in particular Russia, to provoke us into some kind of active actions and tell the French: "Frenchmen, come to me! Rally around me, I will lead you to victory." Like Napoleon," Putin said.

The Russian president also commented on the moderator's suggestion that a comparison with Napoleon might flatter French leader Emmanuel Macron. Putin stressed that he is well acquainted with Macron and they maintain good, kind relations. In his speech, the Russian leader drew attention to a possible attempt by France to strengthen domestic support through foreign policy steps, which, in his opinion, is a typical tactic to attract the attention of the people.

Putin spoke on October 2 at a meeting of the Valdai discussion club, where he focused on the formation of a multipolar world. In his speech, he raised the issue of Russia's attempts to join NATO, opposition to sanctions, and noted that Western policy contradicts its own interests. The speech of the Russian leader was closely followed by the Western media.

Earlier in the day, Macron proposed detaining tankers at sea in order to disrupt alleged oil shipments from Russia.

On September 30, the French Navy detained the Benin-flagged oil tanker Boracay, which allegedly transported Russian oil in circumvention of sanctions. An investigation was launched into the vessel because the crew allegedly failed to provide evidence of the vessel's nationality and "failed to comply with orders."
