The State Duma called it illegal to post lists of debtors for housing and communal services

Posting lists of housing and communal services debtors with their full personal data without consent is a violation of the law, and management companies may face a fine of 300 to 700 thousand rubles. This was announced on October 2 by Sergey Kolunov, deputy chairman of the State Duma Committee on Construction and Housing and Communal Services.

According to Kolunov, it is illegal to post lists of debtors with personal data, namely addresses, full names or surnames with initials, at the entrance or on the Internet without obtaining consent.

"Management companies that do this are threatened with liability under Article 13.11 of the Administrative Code of the Russian Federation ("Personal data security"). The fine for legal entities for this offense ranges from 300 to 700 thousand rubles," Kolunov said.

The parliamentarian also explained that management companies often try to circumvent this law by publishing lists in the format "apartment number + amount of debt." However, as judicial practice has shown, such information can be considered personal data, depending on the court's decision, the deputy chairman of the State Duma Committee on Construction and Housing and Communal Services added.

On September 7, Kolunov announced that in Russia, from March 1 next year, the deadline for making payments for housing and communal services will be changed, it will be postponed five days in advance. The parliamentarian drew attention to the fact that in Russia people receive their salaries on different dates. Therefore, the main goal of the changes is to provide greater comfort and convenience for citizens.
