A resolution has been submitted to the US Senate providing for the withdrawal of frozen Russian assets and the subsequent transfer of funds to Ukraine. It is proposed to transfer at least $10 billion monthly as tranches. The document was published on the website of the US Congress.

"Senate resolution 421, calling on the executive branch and the leaders of the G7 and the European Union to seize the sovereign assets of the Russian Federation under the jurisdiction of G7 members and pay such assets to Ukraine in tranches of at least $10 billion per month until they are spent," the document says.

The resolution also calls on the G7 countries and the European Union (EU) to support this initiative. "The newspaper.Ru" clarifies that the initiator of the document was Republican Senator John F. Kennedy, among the co-authors are Democrats Richard Blumenthal and Sheldon Whitehouse, as well as Republican Lindsey Graham (listed as a terrorist and extremist in the Russian Federation).

The resolution was submitted to the Committee on Foreign Relations for consideration.

The day before, the head of the European Commission (EC), Ursula von der Leyen, promised that the EU would not seize Russia's frozen assets. According to her, the EU has agreed with Ukraine to allocate €2 million for the purchase of drones, which will allow Kiev to expand its capabilities and effectively use new technologies.

However, on the same day, Politico newspaper, citing a draft statement following the informal summit, reported on the EC's proposal to exchange 140 billion euros from Russia's frozen assets for coupon-free bonds, which will then be transferred to Ukraine. It is specified that these funds are planned to be transferred to Kiev in tranches.

Prior to that, on September 29, Politico reported that the EU was considering making a decision on Russia's frozen sovereign assets at the end of October. It was noted that the first discussion of the issue will take place within the framework of the summit of EU leaders in Copenhagen.
