On September 26, a group of deputies submitted to the State Duma (State Duma) of the Russian Federation a bill that proposes to change the procedure for fines for failure to inform the military enlistment office about the move. It is assumed that they will now be year-round. The text of the document has been published in the electronic database of draft laws of the State Duma.

"In paragraph 4 of Article 21.5 of the Code of Administrative Offences of the Russian Federation <...>, the words "during the conscription period" should be deleted," the draft law states.

The changes will affect the article of the Code of Administrative Offences of the Russian Federation, which concerns the failure of citizens to fulfill their military registration duties. Currently, a fine of 10 to 20 thousand rubles is provided for failure by a conscript to inform the military enlistment office about leaving his place of residence or place of stay for a period of more than three months during the conscription period. The draft law proposes to remove the condition that administrative liability for failure to report a move occurs only during the conscription period.

On September 24, the State Duma adopted in the first reading a draft law on conscription from January 1 to December 31. It is assumed that the draft will be carried out throughout the year. The dispatch of citizens who are not in reserve, called up for military service, will be organized twice a year.
