As part of the quota for participants in the special military operation (SVO) and their family members, 28.7 thousand people were enrolled in Russian universities in 2025. This was announced on September 17 by Minister of Science and Higher Education Valery Falkov at a meeting with Russian President Vladimir Putin and members of the government.
"The subject of close attention is admission according to a separate quota for the participants of the CBO and their family members. <...> Within the framework of a separate quota, which amounted to 53.8 thousand places this year, 28.7 thousand people were enrolled," Falkov said.
In 2025, Russian universities have almost completely closed the established admission figures. According to preliminary data, 904 thousand graduates of schools and colleges have enrolled in universities. Of these, more than 440,000 are enrolled in budget places, and 464,000 are enrolled in paid education, the head of the Ministry of Education and Science said.
This year, special attention was paid to the quota for the participants of the SVO and their family members. Valery Falkov said that for the first time, the confirmation of the status of ITS participants was carried out automatically through a single portal of Gosuslug, which greatly simplified the process. 28.7 thousand people were enrolled under the quota, which is 12 thousand more than last year.
In addition, the minister noted the significant interest of applicants in engineering specialties, and especially in areas related to artificial intelligence technologies. This year, more than 14,000 people have enrolled in these areas, which is 2.5 times more than last year.
"Among the leaders in terms of the average admission score this year are such specialties as high-tech, plasma and power installations, navigation and ballistic support for space technology applications, dentistry, reconstruction and restoration of architectural heritage," Falkov noted.
He added that universities pay special attention to supporting students enrolled under the quota and aim to create conditions for their successful studies. Universities provide at least 10% of budget places for their participants and their families, while many universities have increased the quota to 20-30%. Despite the high interest in popular destinations, the number of quota places was sufficient, and the problem of exceeding the number of preferential places at some universities was handled manually. A system solution to improve the process is already being developed for 2026.
On June 24, at a meeting with the Commissioner for Human Rights in the Russian Federation, Tatyana Moskalkova, Vladimir Putin supported the idea of introducing the opportunity for participants to receive a second secondary special education for free. According to Moskalkova, after returning from the front, some military personnel are unable to work in their specialty due to injuries or other objective reasons.
