The Babushkinsky District Court of Moscow has banned the distribution of instructions teaching how to hijack and blow up vehicles. This is stated in the case file, which was reviewed by Izvestia on September 15.

"The unlimited possibility of distributing and using information about the methods of car theft and explosion for an indefinite circle of persons who have not been identified and authenticated creates prerequisites for the preparation and commission of crimes, the organization, preparation and implementation of terrorist-related actions," the court said.

It is clarified that the resources with the manuals in question did not require registration, and the instructions themselves were given in Russian. The court's decision is subject to immediate execution.

Earlier in the day, it was reported that in the first seven months of 2025, the number of carjackings in Moscow decreased by 19% compared to the same period last year. The Department of Transport stated that these results are explained by the introduction and development of photo and video fixation complexes, which operate on 90% of the capital's roads.
