The 235th Garrison Military Court sent to jail the former head of the quartering and construction department, the former deputy head of the rear of the Main Command of the Internal Troops of the Ministry of Internal Affairs of Russia, Lieutenant General Vladimir Panov. This was reported on September 14 by TASS with reference to court documents.
According to the documents, Panov was detained for a period of 60 days.
From 2012 to 2014, Panov received, through an unidentified official, a bribe of 37 million rubles from Sergey Chechko, CEO of Remstroytorg, and his business partner, Anton Sibil, former deputy governor of the Kemerovo Region. According to investigators, in exchange for the amount received, the Lieutenant General was supposed to ensure the conclusion and execution of state contracts for the Ministry of Internal Affairs of Russia, as well as provide general patronage to the company and remain inactive if it violated its obligations.
It is noted that in 2020, the Rostov garrison military Court convicted Panov of abuse of office. A fine of 400,000 rubles was imposed, and he was banned from holding positions in the civil service or local government for 1.5 years.
At the same time, the Remstroytorg company itself was liquidated due to bankruptcy in 2018. In 2017, Sergey Chechko was charged with tax evasion on a particularly large scale (in the amount of 155 million rubles). In turn, Anton Sibil was arrested in absentia by the Basmanny Court of Moscow on charges of abuse of office and is wanted by Interpol. Currently, as the agency indicated, he lives in Spain.
Earlier, on July 23, the former head of the military mission, Sergei Bolgaryov, was sentenced to 8.5 years in a high-security penal colony for bribing the general director of JSC Pyatigorsk Plant Impulse. In 2017-2023, the Russian Ministry of Defense signed a contract with the Pyatigorsk Impulse plant for the supply of communication devices totaling more than 500 million rubles. Bolgaryov was responsible for product quality control, but he received bribes in the amount of over 14 million rubles for his general patronage.
