The district court in Krasnoyarsk canceled a fine issued by the world court for insulting in a country chat, noting that using the word "habalka" with a clown emoji is not an offense. This was announced on September 11 on the official website of the database of laws and judicial practice " <url>".

The Krasnoyarsk prosecutor's office was contacted by a woman who complained about a neighbor who called her a "habalka" in a suburban online community and added emojis with a clown image.

The prosecutor agreed that the combination was offensive, and the applicant accepted it as such. In June, the court fined the neighbor 5,000 rubles under Article 5.61 of the Administrative Code ("Insulting, humiliating the honor and dignity of another person, expressed in an indecent manner").

However, the district court overturned the punishment, noting that the insult should be understood as "a cynical form of humiliating treatment of a person that is deeply contrary to moral norms and rules of behavior in society, and not the perception of it by the victim himself," adds "Газета.Ru ".

The court clarified that there were no linguistic or expert opinions in the case confirming the insult to the victim.

On August 13, a resident of the Gatchina district of the Leningrad region was detained for desecrating symbols of military glory after publishing a provocative post on the Internet. On a social network, a 51-year-old woman posted a picture and text containing signs of insulting the memory of defenders of the Fatherland and public desecration of symbols of Russia's military glory.
