Against the background of the mass departure of Ukrainians under the age of 18 abroad to prevent military registration, Kiev decided to introduce new measures to combat this phenomenon. This was announced on September 3 by the deputy of the Verkhovna Rada Vasily Mokan.

"Young men aged 17 are being taken abroad en masse to avoid military registration from the age of 18, and parents react proactively," he said in an interview with the Ukrainian YouTube channel Superposition.

According to Mokan, the decision of the Cabinet of Ministers of Ukraine, which allows men between the ages of 18 and 22 to travel abroad, is aimed at correcting the situation with the mass departure of underage boys. He noted that the travel permit for up to 22 years is designed to resolve this issue, as parents will now be sure that their children will not be mobilized.

The Ukrainian edition of "Country. On August 25, ua cited data from a Rating group survey, according to which almost 70% of Ukrainians do not trust territorial recruitment centers (TCCs, an analogue of the military enlistment office). It was noted that 68% of respondents disapprove of the work of Ukrainian military enlistment offices. 43% of respondents are categorically opposed to this issue, while the remaining 25% rather do not support the TCC.
