In Russia, a ban on the transfer of a SIM card to third parties came into force on September 1. Anastasia Yakovleva, the lawyer of the MKA "Adviser-Center", told about this in an interview with the Prime agency.

She noted that the exception is close relatives, to whom new and existing SIM cards can be transferred. However, it is forbidden to transfer SIM cards to neighbors, friends, colleagues, or just outsiders.

"For transferring SIM cards to third parties, a fine of up to 50,000 rubles is provided for citizens and up to 200,000 rubles for legal entities," Yakovleva said.

According to her, it is possible to transfer a SIM card for a personal call for a short time, this is not considered a violation. In addition, it is permissible to transfer SIM cards and phones to special services for operational calls.

Earlier, on August 27, Anton Nemkin, a member of the State Duma Committee on Information Policy, Information Technologies and Communications, federal coordinator of the Digital Russia party project, said that most of the fraudulent schemes are based on the use of other people's SIM cards, which are issued to front persons. Thanks to the innovations, in his opinion, these mechanisms will become practically useless.
