Russians were reminded of a new annual payment for families with children
In Russia, in 2026, there will be an annual payment for families with two or more children, which is a refund of a portion of the previously paid personal income tax. On August 16, Professor Vadim Vinogradov, Dean of the HSE Faculty of Law, told the Prime news agency.
According to him, the amount of the payment will be determined as the difference between income tax at the rate of 13% of income for the previous year, excluding deductions, and tax calculated at the rate of 6% of the same income.
It is noted that families with children under the age of 18 or 23 years old in full-time education will be able to receive the payment. The parents also had to pay personal income tax for the previous year and not have any alimony arrears. At the same time, the average per capita income of a family over the past year should not exceed 1.5 times the subsistence minimum per capita in the region of residence.
Earlier, on July 31, Russian President Vladimir Putin instructed the government and the Popular Front For Russia movement to submit proposals by November 1 to define a single standard of state support for large families. Prime Minister Mikhail Mishustin and the head of the Executive Committee of the Popular Front, Mikhail Kuznetsov, were appointed responsible for the implementation.
Alexey Govyrin, a State Duma deputy from the United Russia faction, said on July 26 that large and low-income families in four regions of Russia can receive a one-time payment by September 1, as well as cash out the rest of the maternity capital if it does not exceed 10 thousand rubles. In Moscow, the payment amount will be 13,257 rubles, in St. Petersburg - 10 thousand rubles, in the Moscow region — from 3 thousand to 7 thousand rubles, and in the Vladimir region — 5 thousand rubles. The money should be used to buy things for the school.
