The State Duma is proposing to introduce a credit amnesty for citizens with large amounts of debt who cannot repay them on their own. As Izvestia found out on October 22, such a bill was developed by State Duma deputies from the Fair Russia faction led by Sergei Mironov.

"It is necessary to take a one—time decision aimed at restructuring and partially releasing the most vulnerable groups of citizens from credit obligations," the document says, which is available to Izvestia.

In this regard, the draft federal law proposes to supplement the law "On Consumer Credit (Loan)" with Article 17.1. "Specifics of changing the terms and partial termination of obligations under a loan agreement or loan agreement that are concluded with an individual borrower for purposes unrelated to his business activities, and the borrower's obligations for which are not secured." mortgage, at the request of the borrower."

"I propose to conduct a "credit amnesty" for borrowers who find themselves in a difficult life situation. The bill states that citizens have the right at any time to apply to a bank or an MFO with a request to change the terms of the loan agreement," Mironov explained.

According to him, the maximum grace period should be 20 years. During this time, borrowers will not be able to pay interest, penalties, and fines, but will be able to pay only the principal debt. The deputies propose to provide such an opportunity to citizens with an income of less than three subsistence minimums for each family member, the unemployed, the disabled and those who have been on sick leave for more than two months in a row.

On this day, Anton Siluanov, a candidate for the post of Deputy Prime Minister and Minister of Finance of the Russian Federation, said that the subjects of the Russian economy need additional loans, so the introduction of new taxes for the banking sector is not yet advisable. He recalled that the profits earned by banks serve them as a source of capital for issuing new loans. In this regard, the Ministry of Finance and the Bank of Russia are opposed to a hasty increase in the tax burden on the banking sector.
