The Liberal Democratic Party proposed to abolish the social pension for migrants

The Liberal Democratic Party proposed to abolish old-age social pensions for foreign citizens and stateless persons permanently residing in Russia. This was announced on September 26 by the chairman of the party Leonid Slutsky.

"Today, it is enough for a foreigner who has come to Russia to work, to live permanently in the country for 15 years in order to receive an old-age social pension upon reaching the established age. <...> These payments are fully funded from the federal budget. This is a blatant injustice," he said.

""As follows from the documents reviewed by Izvestia, the proposed amendments provide for the exclusion of this provision from the law "On State Pension Provision in the Russian Federation." At the same time, the right to payments that arose before the entry into force of the law is proposed to be retained until the grounds for termination of the pension arise.

The authors of the bill propose to link the provision of a social old-age pension primarily with Russian citizenship. According to them, this will make the state pension system more targeted and reduce federal budget expenditures.

The changes are proposed to be introduced from January 1, 2027. The explanatory note also states that the bill does not contradict the Treaty on the Eurasian Economic Union and other international treaties of Russia.

"The very fact of living in the country is not equal to years of work and cannot automatically become the basis for lifetime payments from the Russian budget. Therefore, the Liberal Democratic Party demands the abolition of social pensions for migrants — today we are sending the relevant bill to the government of the Russian Federation. Every Russian ruble should primarily work for the citizens of Russia — their own first of all!" concluded Slutsky.

Pensioners who completed their work in August will receive a pension from September, taking into account all indexations.

On August 25, the Liberal Democratic Party proposed setting the minimum pension at at least two minimum wages (minimum wage). The party also called for a change in the pension calculation system: instead of a complex system of points, it is proposed to charge 2,000 rubles for each full year of service. The deputies also consider it necessary to index pensions by at least 20% annually.
