On September 10, First Deputy Prime Minister Denis Manturov instructed to pay special attention to reducing deadlines, ensuring safety and repair life for oil refineries.

"Transport, agriculture, industry, northern delivery, housing and communal services and the overall functioning of the economy directly depend on the reliability of fuel processing and supply. I ask you to pay special attention to additional measures to protect and reserve processing capacities, ensure a repair resource and shorten the recovery time of the refinery," Manturov is quoted as saying on the website of the government of the Russian Federation.

The First Deputy Prime Minister emphasized the importance of completing work on digital monitoring of the fuel balance. He stressed that this system would allow the regions to see the real need for fuel and quickly redistribute volumes.

On September 4, Manturov said that Russian refineries were being restored as quickly as possible after attacks by the Armed Forces of Ukraine. It depends on the complexity of the repair and the nature of the damage. The First Deputy Prime Minister of the Russian Federation noted that information about equipment shutdowns at the refinery is promptly transmitted to the government, after which restoration work is organized. To solve the problems, cooperation has been established between companies of the fuel and energy complex, design institutes and industrial enterprises.
