Putin signed a law regulating the legal framework for the development of AI in Russia

Russian President Vladimir Putin has signed a law creating a legal framework for the development, implementation and application of large fundamental models of artificial intelligence (AI). The document was published on the official Internet portal of legal information on July 26.

The law introduces the concepts of two key categories of AI models. The first is the sovereign big fundamental model. It is fully developed by a Russian legal entity, and is monitored at all stages of its life cycle, technically reproducible, and hosted in Russian data centers.

The second is the National Big Fundamental Model. It is also being developed by a Russian legal entity, but may use foreign components distributed under an open license.

Both categories of models must comply with Russian legislation and take into account traditional spiritual and moral values. The law defines that such models contain at least a billion parameters and are capable of performing intellectual tasks at a level comparable to or superior to humans, forming the basis for a variety of software.

Developers are also given access to government data to train these models. They will be able to train neural networks based on data from federal and regional information systems, which helps to increase Russia's technological independence in the field of AI. As well as measures of state support — financial, property, warranty and information. The order of access to the data will be determined by the Government of the Russian Federation in coordination with the security authorities.
