The Federation Council approved restrictive measures for hiding relocators

The Federation Council has approved a package of laws on temporary restrictions for persons outside the Russian Federation who evade criminal or administrative penalties. This was announced on July 24 on the website of the Federation Council.

It is noted that the measures will be applied to those convicted, as well as to those brought to justice for violations of legislation on foreign agents, discrediting the Armed Forces of the Russian Federation, calls for sanctions or violation of territorial integrity, participation in the activities of undesirable organizations.

Restrictions are imposed by the Ministry of Justice at the suggestion of the Ministry of Internal Affairs, the FSB, the FSSP, the Federal Tax Service or the Prosecutor General's Office upon confirmation by the Ministry of Internal Affairs of the fact of evasion and stay abroad. The list will be published on the Ministry of Justice's website, and the measures will take effect the next day.

The restrictions include 14 points: a ban on registration of sole proprietors and self-employment, real estate transactions, management and registration of transport, loans and loans, public services in electronic form, licenses, accreditations, access to banking software and transfers, freezing of funds. Consular and notarial actions, power of attorney transactions, and the use of electronic signatures will also be restricted. The measures are valid until they are removed from the list.

On July 22, the deputies of the State Duma adopted a bill on a number of restrictions that will apply to persons recognized as foreign agents, as well as to criminals hiding in other countries.

Vyacheslav Volodin, Chairman of the State Duma, said that new measures against foreign agents and evaders of punishment would be considered so that they would not be able to escape justice by "sitting out" abroad. They will still have to answer for what they have done to the fullest extent of the law.
