The State Duma proposed to change the procedure for prosecuting drivers who violate the law and not to issue a ruling if the motorist disputes his guilt. Yaroslav Nilov, one of the authors of the bill, head of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, told about this in his Telegram channel on June 29.

According to the parliamentarian, there are cases when drivers in communication with the traffic police do not agree with the imputed violation. However, traffic police officers still first draw up a resolution, and then a protocol, which is attached to the first document. Then the motorist has to appeal this decision.

"And what a car owner really needs is to find a lawyer, collect evidence of his innocence, and so on — it's quite difficult to organize all this right on the road. It turns out that the driver is actually deprived of the right to protection in such a situation," Nilov wrote.

The bill is ready to be submitted to the State Duma and sent to the government for review, the deputy said.

Earlier, on June 24, at the plenary session, the State Duma rejected a bill that proposed to increase from 200,000 to 300,000 rubles the amount of insurance compensation for CTP in the event of an accident under the European protocol (without police officers), without recording and transmitting data about such an incident to the automated compulsory insurance information system.
