From July 1, Russian citizens will be able to make electronic real estate transactions using biometric identification, using a face image and voice recording. This was announced on June 26 by Alexander Yakubovsky, a member of the State Duma Committee on Construction and Housing and Communal Services.
"Starting from July 1, 2026, Russia will have an additional mechanism for processing electronic real estate transactions using biometric identification. In this case, we are not talking about fingerprints or retinal scans. A single biometric system uses a face image and voice recording," he told RIA Novosti.
The deputy clarified that in the process of remotely signing documents, the platform will compare the current data of the citizen with the information previously entered into the database. This will allow you to confirm that the signature is being put by the party to the agreement that is specified in it.
Yakubovsky drew attention to the fact that biometric verification does not cancel the use of an enhanced qualified electronic signature (UKEP), but acts as an additional protective barrier. According to him, both sides of the agreement are required to go through the procedure, since in order to ensure security, the state needs to confirm the authenticity of the intentions of both the seller and the buyer.
The politician described the innovation as a logical and relevant step against the background of the digitalization of the real estate market, noting that the key goal of the state is to combine convenience and maximum security of such online services.
Russians living abroad, as it became known on June 16, will be able to receive qualified electronic signature certificates in 12 countries starting next month. The program will be expanded to Armenia, Vietnam, India, Indonesia, Kazakhstan, Kyrgyzstan, China, Malaysia, the United Arab Emirates, Serbia, Uzbekistan and Turkey. Certificates will be available at Russian foreign institutions and representative offices of Rossotrudnichestvo.
On June 1, Sheremetyevo and Pulkovo airports launched the boarding of passengers using biometrics on Aeroflot flights. Passengers can go through three stages of identification without a passport: self-check-in and baggage check-in, data control at the security check-in and boarding the plane. This requires verified biometrics in a Single Biometric System.
