The State Duma talked about the possibility of receiving emergency medical care in a private clinic

Private medical clinics, like public ones, are required to provide emergency medical care to citizens free of charge, including in case of a heart attack, stroke or severe bleeding. This was announced on June 12 by State Duma Deputy Dmitry Svishchev (LDPR).

"Many Russians believe that they will have to pay for help in a private clinic anyway, and if there is no money, then it is better to go to a public hospital. This is a misconception. The Federal Law "On the Basics of Public Health Protection" explicitly establishes that emergency care for life—threatening conditions is provided immediately and free of charge," Svishchev told RIA Novosti.

Svishchev stressed that in cases of life-threatening conditions, including heart attack, stroke, severe injuries and severe bleeding, it is necessary to contact the nearest medical institution, regardless of its form of ownership.

He also drew attention to the differences between emergency and emergency care: the former should be provided free of charge, while in some cases a fee may be charged for emergency care in private clinics.

According to the deputy, if emergency care is refused or payment is demanded, the patient has the right to apply to the territorial compulsory medical insurance Fund (CHI), Roszdravnadzor, the prosecutor's office or the court.

On June 11, LDPR leader Leonid Slutsky sent an appeal to Russian Minister of Health Mikhail Murashko with a proposal to introduce a quality assessment system for medical care on the Gosuslugi portal. It was also suggested that the results of such a vote should be taken into account when awarding bonuses to the management of healthcare organizations.
