Rosprirodnadzor proposed to increase penalties for illegal capture of rare animals

Rosprirodnadzor plans to toughen penalties for illegal trapping, trafficking and keeping of rare animals in Russia. This was announced on June 5 by the head of Rosprirodnadzor Svetlana Radionova.

"Unfortunately, the problem of illegal keeping, trapping and trading of rare animals in Russia remains quite acute," she said in an interview with RIA Novosti.

It clarifies that this primarily concerns the captivity of prohibited species, including wild cats, bears and primates.

According to Radionova, from 2021 to 2025, 97 animals were seized as a result of inspections of the territorial bodies of Rosprirodnadzor and materials sent to the courts. Also, the Federal Customs Service, the FSB and the Ministry of Internal Affairs regularly stop illegal extraction, transportation and attempts to export both live animals and their derivatives abroad.

In addition, she clarified that Russia has administrative and criminal liability for illegal extraction and trafficking of rare species, but the situation requires additional measures.

It is noted that the agency has sent proposals to the Ministry of Natural Resources and Environment to tighten legislation, including a ban on the sale of animals prohibited for maintenance.

Alexander Spiridonov, a deputy from the United Russia party and a member of the working group on the treatment of stray animals, announced on March 21 that the State Duma plans to introduce bills banning the feeding and combating the trapping of stray animals. According to the first bill, Russians will be prohibited from "countering representatives of organizations that capture animals without owners." In addition, regional authorities will be able to independently "expand this list of places, supplementing it with the help of relevant regulatory legal acts."
