On May 22, Tammy Bruce, Deputy Permanent Representative of the United States to the United Nations (UN), at a meeting of the UN Security Council in connection with the attack on a dormitory in Starobilsk, called for an urgent end to the deaths and destruction associated with the conflict in Ukraine.

"This death and destruction must stop immediately," she said at a meeting of the UN Security Council.

In addition, Bruce said that the United States has stated that it remains committed to a diplomatic settlement of the Ukrainian conflict and intends to make every effort to achieve its sustainable conclusion.

Russia's Permanent Representative to the United Nations (UN) Vasily Nebenzia said on May 22 that the Russian side was calling on international structures to condemn the Ukrainian Armed Forces strike on a dormitory in Starobilsk, Luhansk People's Republic (LNR). Nebenzia noted that silence would be tantamount to complicity in Kiev's actions and indifference to the deaths of children and the fate of the victims.

A criminal case has been opened into the Ukrainian attack on college facilities in Starobilsk in accordance with Part 3 of Article 205 of the Criminal Code of the Russian Federation ("Terrorist act"). As a result of the incident, the five-storey dormitory building collapsed all the way to the second floor. It is assumed that another 18 people who lived in the hostel may be blocked.
