Rubio added that this decision "was not written on a piece of napkin," but is part of a consistent process of reviewing the global presence of US troops in the world. He stressed that in addition to Europe, the United States has tasks in the Indo-Pacific region, the Middle East and the Western Hemisphere. According to him, the process of rebalancing forces did not come as a surprise to anyone and is completely transparent.
