In order to receive a loan of €90 billion, Ukraine must guarantee respect for the rights of minorities. This is evidenced by the regulation of the European Parliament (EP) of February 24, published on the website of the Council of the European Union (EU).

"Support for Ukraine within the framework of the loan <...> should be provided on the condition that Ukraine continues <...> guarantee respect for human rights, including the rights of persons belonging to minorities," the document says.

The regulations do not specify which minorities are meant. In addition, Kyiv is committed to continuing the fight against corruption within the framework of the rule of law, as well as to respect and support democratic mechanisms, including a multiparty parliamentary system.

The day before, the EU finally approved the allocation of a loan to Ukraine in the amount of €90 billion. The funds will be received by the EU in the Eurobond format, which will be paid by European countries. Of the total amount, €30 billion will be allocated for macroeconomic support to cover budget needs, and €60 billion for the development of Kiev's military—industrial potential, including the purchase of defense products.
