Russians were told about fines for dangerous plants in the country
Summer residents who have dangerous plants on the site will face fines of up to 700 thousand rubles from March 1. This was announced on February 26 by Ilya Rusyaev, a lawyer and founder of the Rusyaev Club business community.
"Sosnovsky's hogweed, which is most often mentioned in the news, is a typical example, but the law operates in a broader category. Dangerous invasive plants include viable plants that spread outside their natural range and pose a threat to the environment or human health. The lists of such plants are established by the subjects of the Russian Federation," the lawyer explained in an interview with the Prime agency.
Rusyaev explained that the fight against dangerous plants is now, according to No. 294-FZ dated July 31, 2025, the responsibility of owners of plots of all categories, including suburban and garden properties. Fines for ordinary people range from 20 to 50 thousand rubles, for officials — from 50 to 100 thousand. The amount of the fine for legal entities can range from 400 to 700 thousand rubles.
Vladimir Koshelev, deputy chairman of the State Duma Committee on Construction and Housing and Communal Services, said on February 17 that in Russia, from March 1, land owners could face fines for failing to comply with their duties to combat dangerous types of invasive plants. He stressed that the law does not establish a single method of control, for example, total chemical treatment, but allows all non—prohibited methods, including biological ones - the use of insect predators that destroy pests.
