Sakhalin will become the site of the Digital Lighthouse International Forum
Sakhalin will host the Digital Lighthouse International Forum from March 11 to 14. Experts from all over the country will use practical examples to show how working with data and artificial intelligence help manage regions, accelerate the provision of public services, and make cities smarter and more comfortable to live in.
The main objective of the forum is to discuss cutting—edge ideas in the field of digitalization and create specific tools that can be adopted by government authorities and urban planners. There are two key topics in the program: how to make public services faster and clearer for citizens, as well as how to use artificial intelligence and digital data to improve the comfort of life in cities and villages.
The Sakhalin Region will talk about the effectiveness of various digital tools used in the region. Among them are a feedback platform (PIC), a waiting list and dashboards — digital dashboards where up-to-date information on the most important issues in various fields is displayed in real time. All key indicators are visible on one screen — for example, the workload of each hospital in the region, queues, and stocks of medicines. And if the number of ambulance calls increases dramatically in a certain area, the system will let you know about it.
"Common goals and clear visualization of key indicators through dashboards make it possible to create an effective monitoring and rapid response system. This increases the transparency of processes, speeds up decision-making, and improves the quality of regional governance. The use of digital technologies is becoming a key success factor in modern management practice," said Alexander Snegirev, Minister of Digital and Technological Development of the Sakhalin Region.
The forum participants will use real—world cases to consider solutions that make it faster and more convenient to receive services through digital assistants, for example, through the Gosuslugi portal, Islands.65" and "Savings Bank". The topic of a separate discussion will be the introduction of artificial intelligence into everyday processes and urban planning to make cities and villages more comfortable to live in. An educational hackathon will be held for young professionals: within 48 hours, teams will solve practical problems using AI and robotics. And entrepreneurs will be told how to bring their IT business or developed technologies to the international market. Cybersecurity issues will receive special attention throughout the tracks.
The key event of the forum program will be a track dedicated to the transformation of medicine and health care. The focus will be on human health, which will be viewed as the result of the complex efforts of the family, medicine, social sphere, ecology and digital services. During the panel discussion and thematic round tables, experts will discuss concrete steps to form a new architecture of interagency cooperation, where health will become a real priority for all departments.
The participants will consider the evolution of government support towards personalization, improving the environment for a healthy lifestyle, as well as digital services to motivate citizens to pay special attention to their health.
About 500 people will take part in the forum, including heads of government in the fields of IT, healthcare, construction, urban planning and social policy, as well as experts and representatives of IT companies from Russia and other countries. Maksut Shadaev, Minister of Digital Development, Communications and Mass Media of the Russian Federation, and Maxim Smirnov, Deputy Head of Rosreestr, will speak at the plenary session.
In addition, the Sakhalin Region is successfully implementing the national project "Data Economics", aimed at introducing data-based management principles into all spheres of public life. This will allow us to reach a qualitatively new level in logistics, telemedicine, online education and the provision of public services. AI assistants for management decisions, intelligent systems in medicine and education, as well as digital platforms for modeling and developing the urban environment are already being introduced in the region.
