The steady trend of reducing damage by 20% during the year will be evidence of a turning point in the fight against fraud in Russia, said Peter Fradkov, Chairman of the PSB, speaking at the plenary discussion "Combating cyberbullying: towards a common goal" at the Ural Forum "Cybersecurity in Finance."
"We maintain a restrained optimism in the fight against cybercriminals. New modern technical solutions and the regulatory component have significantly expanded the capabilities of banks to counter fraud. But the most important thing is that the consciousness of the population has changed. When people receive a phone call, they began to understand the seriousness of the risks and assess whether the call could be fraudulent. And this is already a very serious step forward in the fight against fraud, which has become possible thanks to the financial literacy programs that we, the major banks, are conducting together with the Bank of Russia. The turning point will be a steady reduction in damage from fraudulent activities by at least 20%," says Peter Fradkov.
At the session "Cyberbullying. To the barrier", the head of the PSB paid special attention to the issues of improving the financial literacy of the population in the reunified regions of Russia. According to Fradkov, people here are more vulnerable to cybercriminals, as they recently lived in a completely different banking system. The PSB conducts explanatory work and sees positive dynamics in the issues of information security of local residents.
Thanks to proactive cybersecurity tools, in 2025, the PSB prevented the theft of funds from the public in the amount of 2.8 billion rubles, of which -1.3 billion rubles from clients in reunified subjects. One of them was an online model developed by PSB experts to identify the phone numbers of Russians employed by fraudulent call centers. The bank transmits the received data to telecom operators and uses it to protect its customers.
