MARMP supports stricter rules for returning goods on marketplaces
The Ministry of Economic Development's proposal to change the rules for the return of certain categories of goods purchased online is a timely initiative aimed at increasing the transparency of this type of trade. Alexey Molodykh, CEO of the International Association for the Development of Marketplaces and Entrepreneurs, expressed such conviction in a conversation with Izvestia. In his opinion, the legal field does not always keep up with the development of platforms, and the ministry's proposal closes one of the important gaps.
"The formation of a clear list of goods that cannot be returned after inspection at the PVZ (the point of return of orders. — Ed.), creates clear rules for all market participants. This will reduce the areas of legal uncertainty and make the interaction between buyer and seller more predictable," said Molodykh.
The expert pointed out that such a measure can significantly discipline the market, reducing the number of frauds related to the substitution of goods, which is a serious problem for bona fide sellers. The ban on the return of goods of proper quality eliminates the possibility of abuse, protecting the interests of honest business.
The head of the MARMP stressed that the new rules would not create a serious problem for consumers, since the right to quality goods would remain unconditional. The initiative of the Ministry of Economic Development refers to cases when the buyer tries to return the purchased goods for far-fetched reasons.
There will also be no difficulties in rejecting goods that were originally of good quality, but were damaged during transportation, Molodykh added. The return ban will not apply to these cases, but it is important for the buyer to fix the damage at the time of receipt.
"This is exactly why there is an inspection at the PVZ: the buyer sees the defect, does not pick up the goods, and the issue is resolved according to the standard procedure for returning the defect. Transparent recording at the receiving stage protects the consumer's rights in full," concluded the President of the association.
