Analysts compared the cost of new buildings and "secondary" in the regions of Russia

Demand for second homes in Russia remains high among those who want to improve their living conditions or purchase their first apartment amid high mortgage rates and limited preferential programs. Experts from Sberbank's Domclick service came to this conclusion after analyzing the situation on the mortgage market.

In 2025, apartments in new buildings became the market leader, accounting for almost 70% of all Sberbank mortgage loans and 54% of their number. At the same time, the demand for "second-hand" remains high, which analysts explain by the wide price range and a significant proportion of such housing in some cities and regions.

The study found that in a number of regions, secondary housing turned out to be not only more popular, but also more expensive than primary housing. In 2025, among the regions where the "secondary" was ahead of new buildings in the number of mortgage transactions, there were not only subjects with traditionally low volume of housing construction, but also those where new apartment buildings are actively being built and in demand.

Thus, three regions with million-plus cities were included in the rating: in the Omsk region, the share of the secondary market was 57.1%, in the Samara Region — 56.6%, and in the Krasnoyarsk Territory — 56%. New buildings lag the least behind the "secondary" ones in Irkutsk (50.9%) and Amur regions (51.4%), as well as in the Republic of Karelia (52.9%). The largest share in the structure of mortgage loans is held by the secondary sector in the Komi Republic (67.7%), the Kamchatka Territory (80.3%) and the Murmansk Region (91.2%).

The list of cities where more than a hundred primary housing transactions were conducted in 2025, but the "secondary" was still more popular, included the capitals of six regions at once. These are Murmansk (81.7%), Petropavlovsk-Kamchatsky (73.1%), Omsk (55.8%), Sevastopol (54.7%), Saratov (54.4%) and Samara (50.9%). Nizhny Tagil became the record holder among all cities, where the share of the secondary market reached 86.9%.
