The initiative to introduce a one-time tax on the purchase of expensive cars is redundant, since motorists are already subject to many different expenses. This opinion was expressed by Anton Shaparin, Vice-president of the National Automobile Union (NAS), commenting on the bill of the deputies of the Fair Russia faction.

"The focus of taxation needs to be shifted from motorists to other types of consumers. Motorists already consistently pay the recycling fee, VAT, transport tax, including the luxury tax for expensive cars, more than 60% of the fuel price is made up of various payments to the budget," Shaparin said in a conversation with Izvestia on February 18.

As the expert noted, to these expenses of motorists, it is also possible to add exploitation — VAT on spare parts, parking, toll roads and paid entry into cities, which may be introduced in the near future.

"Every car is a generator of money for the budget, and motorization should be promoted in every possible way. If you replace cars in the proposed list with watches or jewelry worth more than a million rubles, setting VAT at 50% on them, the state will receive significantly more funds," Shaparin suggested.

Earlier that day, it became known that a bill on the introduction of a one-time tax on the purchase of expensive vehicles would be submitted to the State Duma. It is proposed to amend the Tax Code of the Russian Federation. The tax will affect cars worth over 20 million rubles, as well as yachts, boats, helicopters and airplanes worth over 50 million rubles.
