More than 35% of migrants failed the Russian language exam on their first attempt
In the fourth quarter of 2025, more than 35% of migrants failed the Russian language exam on their first attempt. This was announced on February 15 by the press service of the Ministry of Education and Science of the Russian Federation.
According to the monitoring data of the Ministry of Education and Science, in October-December 2025, 201,675 people took the exam in Russian as a foreign language, the history of Russia and the basics of legislation. 87.9% of them successfully passed the exam, but 35.5% failed the task on the first attempt.
Certification is carried out at three levels: the first is obtaining a work permit in Russia (patent), the second is a temporary residence permit (temporary residence permit), and the third is a residence permit (residence permit). Each exam includes three blocks: testing in the Russian language, checking knowledge of the history of Russia and the basics of legislation of the Russian Federation.
"1,223 people took the exam for the level corresponding to obtaining a temporary residence permit in the third quarter. Of these, 70.6% passed the exam. On the first attempt, 39.5% failed the exam," RIA Novosti quoted the press service as saying.
On November 22, 2025, the head of Rosobrnadzor, Anzor Muzaev, reported that only 19% of migrant children were able to enroll in Russian schools. According to the head of Rosobrnadzor, more than 80% of migrant children could not enroll in schools due to ignorance of the Russian language at the proper level and mistakes in paperwork. Testing of migrant children for school enrollment was introduced on April 1, 2023.
