The first International Congress of Public Administration has started at the Presidential Academy

From February 10 to 13, the Presidential Academy hosts the largest event for government officials — the first International Congress of Public Administration. The event, which brought together more than 2,000 representatives of the state apparatus, is aimed at improving managerial competencies and solving specific tasks of public administration.

The work of the plenary session "Public Administration of the XXI century: between speed and meaning" was opened by the greeting of Russian President Vladimir Putin, which was read out by the first deputy head of the Presidential Administration Sergey Kiriyenko: "Bringing together representatives of government authorities, the expert and scientific and educational community at the Presidential Academy, participants focused on such significant topics as the formation of a personnel reserve, improving the effectiveness of the public sector, the use of best practices for the development of regions and municipalities. I am confident that the analysis and generalization of successful experience carried out during the Congress will contribute to the qualitative renewal of the public administration system and the training of qualified personnel, taking into account the large-scale tasks facing Russia and the high dynamics of changes in the world."

The discussion began with a discussion about the changes that have taken place in the field of public administration in recent years. Sergey Kiriyenko, First Deputy Head of the Presidential Administration of the Russian Federation, noted that key changes in public administration are related not only to institutions and procedures, but primarily to the manager's attitude to his work and responsibility to citizens. According to him, the main criterion of effectiveness is how the results of decisions are felt by people, rather than the formal achievement of indicators.

According to Sergey Kiriyenko, First Deputy head of the Presidential Administration of Russia, the changes that have taken place are fundamental: "Changing the management culture in Russia is, of course, the decision of President Vladimir Putin, who very accurately feels the demand of society for the emergence of open competitions and a system of personnel reserves. Another fundamental change is the President's decision to open the way to public service, and to the highest positions, for the heroes of the special military operation, participants in the Time of Heroes program. Regional programs similar to the Time of Heroes program have been launched in 89 regions of the Russian Federation — today there are already several thousand heroes of a special military operation who have shown their heroism and true patriotism on the front line."

It is characteristic in this regard that 55 out of 89 heads of Russian regions are graduates of such programs of the Presidential Academy as the School of Governors, the speaker recalled.

Moscow Mayor Sergei Sobyanin spoke about new methods in managing the capital and the qualities of managers, noting that sustainable development is possible only with a combination of freedom of management decisions and responsibility for results. According to him, the basic expectations of citizens from the government remain unchanged — the quality of the environment, services and infrastructure — and the task of management is to constantly move forward, without stopping at what has been achieved.

"All these changes are not for show, not for some abstract stories - for Muscovites. And when this was done, it was necessary to understand that in the end the main winner, the person who would win, would be a Muscovite. And an understanding of these processes, experience, and a combative nature dictate the speed of change and the quality of change. And most importantly, I'll say it again — you have to be sure that in the end you are doing good for the city and for Muscovites," Sobyanin said.

The First Deputy Prime Minister of the Kyrgyz Republic, Daniyar Amangeldiev, stressed that the Russian model of public administration is distinguished by the depth of accumulated traditions and the consistency of reforms built over the years: "The Russian experience in improving public administration is one of the most advanced. We are working closely together and adopting the experience of our Russian colleagues: we have introduced E-Government, we are starting to digitize public services, together with the Presidential Academy we have organized a training school for mayors and we are already seeing how the level of our managers has risen."

The logic of the civil service, as a ministry, has been fixed for many years at the level of personnel training, this logic is fixed through the system of education and development of managers. Alexey Komissarov, Rector of the Presidential Academy, stressed that modern public service requires not only professional knowledge, but also leadership, interdisciplinary and human qualities. According to him, the task of the Academy is to train managers who are able to take responsibility, work in conditions of uncertainty and respond to requests from citizens.

The International Congress of Public Administration is being held from February 10 to 13 at the Presidential Academy. The event will bring together more than 2,000 participants, including representatives of federal, regional and municipal authorities, to develop relevant solutions and share best practices.
