The expanded program of the International Congress of Public Administration has been published

The Organizing Committee of the First International Congress of Public Administration presented an expanded business program and supplemented it with cultural and educational components.

The Congress, organized by the Presidential Academy (RANEPA) with the support of the Government of the Russian Federation and the Presidential Administration of Russia, will be held in Moscow from February 10 to 13, 2026. The Roscongress Foundation is the co–organizer, and Sberbank PJSC is the general partner.

The business program will become the central element of the Congress and will bring together more than a thousand heads of federal, regional and municipal levels, parliamentarians, top managers of state-owned companies, business representatives and leading international experts.

The key goal is to consolidate the professional community in order to develop effective models for the development of public administration and reduce the regulatory burden on businesses. The program will cover six key vectors: from digitalization and regional practices to global transformation trends. Speakers from 12 countries, including India, the United Arab Emirates, South Africa, Kyrgyzstan, and Tajikistan, as well as representatives of Russia's top leadership such as governors, federal ministers, city leaders, and top managers from Rostec, Rosatom, Sberbank, VK, Yandex, and Beeline, will discuss a variety of relevant topics. Topics: data-based management, AI services, successful regional cases and improving the quality of public services.

The main event of the business program will be the plenary session "Public Administration of the XXI century: between speed and meaning", which will begin the Congress. Within the framework of it, participants will discuss issues of improving the efficiency of public administration, digital transformation of authorities, human potential development and measures necessary to provide services to citizens and create conditions for business development at a qualitatively new level. The plenary session will be attended by Dmitry Grigorenko, Deputy Prime Minister of the Russian Federation – Head of the Government Staff, Daniyar Amangeldiev, First Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic, Sergey Kiriyenko, First Deputy Head of the Presidential Administration of Russia; Sergey Sobyanin, Mayor of Moscow, and Alexey Komissarov, Rector of the Presidential Academy.

The cultural program will provide the guests of the Congress with a unique opportunity to immerse themselves in the cultural life of the capital. Upon pre-registration, participants will be able to take guided tours of Moscow's leading museums, including the Tretyakov Gallery, the Kremlin Museums and the Historical Museum, as well as performances at the Bolshoi Theater, the Theater of Nations and the MAMT. The Presidential Academy will host special exhibitions and a concert by the Borodin State Quartet.

The educational program will complement business discussions with a series of eight practice-oriented lectures. The speakers will touch upon the topics of strategic leadership, crisis management, investments and the role of artificial intelligence for a modern leader.
