State Duma deputy, Deputy Chairman of the Budget and Taxes Committee Kaplan Panes told Izvestia that significant changes in the rules for assigning universal benefits to families with children have come into force since this year.

According to him, the key innovation was the increase in the minimum annual income requirement for able-bodied family members to eight minimum wages, which, with the new minimum wage of 27,093 rubles, amounts to 216,744 rubles for the billing period.

Income now includes not only salaries, but also payments for temporary disability and business activities, while for a number of categories of citizens, including pensioners and people with disabilities, this requirement does not apply or may be reduced.

In addition, certain types of financial assistance are excluded from the calculation of the average per capita income, including one-time payments from employers at the birth of a child and monthly support to residents of the Kursk region who have lost property in emergency situations.
