The State Duma denied the use of AI when writing the bill

Artificial intelligence was not used in drafting the draft law "On State support for youth and children's public associations," including the explanatory note. This was reported to Izvestia by the press service of the State Duma Committee on Youth Policy on January 24.

Earlier, information appeared on the Telegram channel of the Human Rights Council (HRC) that in the explanatory note to the bill there is a link to the results of a survey of the NGO Pulse project with a UTM tag source=chatgptcom. HRC member Elina Sidorenko called this a "statement of the carelessness" of deputies, adding that the data used "merges into American AI," and the use of ChatGPT "becomes the norm" for members of the State Duma.

"The materials for the bill have been prepared for two years exclusively by deputies with a team of lawyers from the committee's office. The note itself was written by a human, which confirms the analysis recommended for use in government agencies by the Russian AI assistant GigaChat. And writing a bill is such a difficult and professional task that AI will not be able to cope with it in principle. The link to the study with a UTM tag from the AI assistant was caused by the fact that the staff member working with the explanatory note used AI as a tool to quickly find only the source of the study itself," the State Duma committee explained.

On January 9, the Ministry of Internal Affairs of Russia revealed the signs by which documents, photographs and other materials created using artificial intelligence technologies can be distinguished. Visual and audio fakes often produce blurred logos, a lack of fine details, distorted backgrounds, and inconsistencies in facial expressions and speech.
