State Duma deputy, Deputy Chairman of the Budget and Taxes Committee Kaplan Panes told Izvestia that in 2026, the authorities continue their policy of strengthening support for guardians, foster parents and adoptive parents through the indexation of existing payments and the introduction of new targeted assistance measures.

According to him, families who take care of children left without parental care perform an important social function and should receive stable government support.

— Supporting families who have taken care of children left without parental care is not just a social obligation of the state, but our moral duty. Guardians, foster parents, and adoptive parents perform the most important task of giving children a home and family. In 2026, we will continue to strengthen this support through the planned indexation of existing payments and the introduction of new targeted assistance measures," Panes said.

He clarified that families receive monthly payments, the amounts of which are set by the regions and have already been indexed in a number of subjects, including Sevastopol and the Ulyanovsk region. All federal benefits are indexed by 5.6% and are accrued automatically without the need to apply.
