In 2025, 329 Russian private clinics refused licenses to perform abortions, while in 15 regions all commercial institutions made such a decision. This was announced on January 20 in the press service of the Patriarchal Commission on Family, Protection of Motherhood and Childhood.

"Between February 2023 and January 2026, the number of private clinics performing abortions decreased by 852 clinics, from 2,813 to 1,961, which is about 30%," the commission noted.

According to TASS, all 89 regions of the country supported the initiative of Patriarch Kirill of Moscow and All Russia to restrict abortions. The number of clinics that have refused licenses continues to grow.

Earlier, on October 16, 2025, it was reported that social activists proposed to legislate responsibility for inducing pregnant women to have an abortion. Laws protecting women from coercion are already in force in 25 regions, and the draft federal law provides for fines from 50,000 to 800,000 rubles.
