The State Duma introduced a bill to increase fines for headlight tuning
A bill has been submitted to the State Duma, which proposes to tighten administrative responsibility for installing external lighting devices and light sources on cars and operating them, including LED lamps when they are installed improperly, which blind and create other obstacles for drivers of oncoming and passing vehicles. The document was published on the website of the lower house of parliament on January 19. It was prepared by Mikhail Delyagin, Deputy Chairman of the State Duma Committee on Economic Policy.
The bill proposes amendments to Article 12.5 of the Administrative Code of the Russian Federation. It is planned to increase the administrative fine by 10 times to 5 thousand rubles (under Part 1), as well as the introduction of a new administrative fine of 5 thousand rubles under part 3 of this article.
"At night, a significant proportion of accidents are caused by drivers being blinded by oncoming lights. At the same time, based on the data from the review of the Scientific Center for Road Safety of the Ministry of Internal Affairs of Russia, one third of road accidents occur at night, the greatest severity of the consequences was characterized by accidents committed between 00:00 and 06:00," the explanatory note says.
Currently, driving a vehicle in the presence of malfunctions and conditions under which the operation of the machine is prohibited is subject to a warning or a fine of 500 rubles (Part 1 of Article 12.5 of the Administrative Code). Driving a vehicle with lighting devices and operating mode that do not meet the requirements entails deprivation of rights for a period of six months to one year with confiscation of devices and fixtures.
The deputy noted that over the period from 2013 to 2025, the accumulated inflation rate in the Russian Federation amounted to more than 60%, which led "to a decrease in the real impact of penalties and, as a result, to a weakening of their preventive function."
Earlier in the day, it was reported that the National Automobile Union (NAS) appealed to Interior Minister Vladimir Kolokoltsev with a proposal to strengthen responsibility for the illegal modification of car headlights and exhaust systems in Russia can be significantly increased — up to the deprivation of a driver's license for up to six months or a fine of 30 thousand rubles.
