Alexey Sklyar — education and career
Alexey Sklyar was born in 1975 in the city of Slavyansk, Krasnodar Territory. He received his higher education at Kuban State University, from which he graduated in 1997 with a degree in accounting and auditing. In 2003, he also completed professional retraining at the Russian Presidential Academy of Public Administration under the program "Financial, Credit and Tax Policy of the State."
In 2006, Sklyar defended his dissertation on the movement of budgetary resources within the Federal Treasury and received his PhD in Economics.
The future Deputy Minister of Labor began his career in 1995, taking up the position of head of the Department of Investment Programs and Integrated Development at the Investment Fund for the Development and Renewal of Kuban. In 1997-2002, Sklyar worked for the Krasnodaragropromnab company. During this time, he rose from a leading specialist in the Economics, Finance and Accounting department to Deputy General Director.

In 2002, Sklyar joined the civil service, taking up the post of Deputy head of the Federal Treasury Department for the Krasnodar Territory. From October 2008 to April 2009, he was Deputy Head of the Information Systems Department of the Federal Treasury of the Russian Federation. Then he returned to Krasnodar, where he was again appointed deputy head of the regional Treasury department, and in 2010 he became head of this department.
Under his leadership, the department implemented a full-scale transition to an electronic document management system. An interregional information security center was also established and an audio-video conferencing system was introduced with all territorial departments.
In November 2013, Sklyar joined the Accounting Chamber of the Russian Federation, where he became Director of the Information Security Automation Department. In February 2018, he became the head of the updated Department of Information and Communication Technologies and Analytical support for External State Audit.
One of the most important results of his work at the Accounts Chamber was the development and implementation of an information and analytical system for remote external state audit, thanks to which the agency significantly increased the number of detected violations.
In 2018, Sklyar was appointed Deputy Minister of Labor and Social Protection of Russia. He oversaw the digital transformation of the Ministry and was responsible for the development of the IT infrastructure of the Ministry of Labor and its subordinate organizations. He left this post in 2022, and the dismissal order was signed by Prime Minister Mikhail Mishustin. As noted in the government's order, the deputy minister left at his own request.
"Drive, obsession with achieving goals and solving problems in my professional activity is very important to me. I am one of those people who constantly need to go beyond their comfort zone — to do something new, take on new challenges and prove their professional aptitude through new results," Sklyar commented on his decision in an interview with the TAdviser portal.
In August 2022, he assumed the post of Vice President for the digitalization strategy of the Moy Export platform at the Russian Export Center (REC). His responsibilities included the development of this platform, including in matters of expanding the functionality and improving the convenience of the service for users. In particular, Sklyar was engaged in the development of the "One Window" information system, which provides online access to the tools necessary for exporters to enter foreign markets.
Sklyar left the REC in September 2023. In November 2024, he became the co-founder of CodexProj, a company specializing in the development of systems for business intelligence.

On January 15, 2026, Alexey Sklyar was found dead in his home in Moscow. According to preliminary information, the 50-year-old man could have committed suicide. According to a source in Izvestia, before his death, Sklyar sent a message asking him to blame his wife for everything.
