The Ministry of Education and Science has changed the rules for admission to universities in 2026

The Ministry of Education and Science of the Russian Federation has amended the university admission rules for 2026, according to which the procedure for submitting documents, enrolling college graduates and the conditions for targeted admission have changed. This was reported to RIA Novosti on January 14 by the ministry's press service.

Starting in 2026, applicants will have three ways to submit documents: through the Gosuslugi portal, in person at the university, or by mail. Applying through universities' own systems will no longer be possible.

Also, to improve the target intake, the target quota will be set with detailed indication of customers, organizations, forms of education, educational programs and the number of places. This will ensure full transparency of targeted admissions at all levels of higher education.
