Rostelecom and DOM are among the top 3 best Russian IT employers according to the Habr Career portal.RF and Alfa-Bank. They occupy the first lines of the rating among companies employing over 5,000 people.

At the same time, according to criteria such as "interesting tasks" and "adequate salary", DOM.RF occupies the first position in the lists.

According to Elena Chernikova, HR director of the state-owned company, in 2025, the IT labor market changed its focus from mass hiring to the quality of their work and their real expertise, and demand became more selective. "Under these conditions, we have focused on retaining and developing strong IT specialists within the company through point-to—point training and building individual career tracks for the talent pool. The evaluation of our employees and the second place in the rating confirms that this approach works," Chernikova emphasized.

Every year, users of Habr Careers evaluate the companies they work for according to 12 criteria. The rating is based on this data. A company is included in the list when it gets a certain number of ratings from employees in a year.
