Leszczynska proposed tougher fines for smoking in public places
The public movement "Healthy Fatherland" has taken the initiative to increase fines for smoking cigarettes and vapes in public places, as well as expand the list of smoking-free zones. This was reported on January 7 with reference to the appeal of the chairman of the movement Ekaterina Leshchinskaya to the Prime Minister of the Russian Federation Mikhail Mishustin.
The document proposes to strengthen administrative responsibility for smoking, including in playgrounds, educational and medical institutions, sports facilities and recreation areas. Public activists also called for the inclusion of open areas of parks, squares and embankments in the list of prohibited places.
"On behalf of our movement and the citizens who support us, we ask you to consider strengthening administrative responsibility for tobacco smoking, consumption of nicotine-containing products and the use of hookahs in public places," the appeal says.
According to RIA Novosti, the document separately notes the need to introduce increased responsibility for repeated violations and strengthen control by law enforcement agencies and Rospotrebnadzor. According to the authors of the initiative, the current measures are not effective enough.
"The essence of the complaints is the same: widespread smoking, including electronic cigarettes and vapes, in the immediate vicinity of playgrounds, recreation areas and just on walking alleys makes it impossible to stay outdoors without harm to children's health," the appeal emphasizes.
Earlier, on November 27, 2025, it was reported that residents of apartment buildings could face a fine of up to 1.5 thousand rubles for smoking in their own apartment if smoke enters neighbors or common areas through ventilation or windows. Sergei Kolunov, deputy chairman of the State Duma Committee on Construction and Housing and Communal Services, explained that such actions could qualify as a violation of sanitary and epidemiological standards. He also pointed out that in judicial practice there are already cases of collecting compensation from violators.
