In Russia, pensioners can receive a subsidy if more than 22% of their and their family's total income is spent on housing and communal services. On January 7, Natalia Melnikova, senator, former head of the Social Fund department for the Pskov region, told about this.
"If utility costs exceed 22% of the total income of a pensioner and his family, the pensioner may be provided with a subsidy to pay for communal services," RIA Novosti quoted him as saying.
