The Russian government has submitted to the State Duma (State Duma) a second package of anti-fraud initiatives, including about 20 measures to protect citizens from telephone and Internet fraud, the office of Deputy Prime Minister Dmitry Grigorenko told Izvestia.

The document is posted in the parliament's electronic database and covers labeling of international calls, children's SIM cards, limiting the number of bank cards and simplified reporting of cybercrimes through "Public Services," the government noted.

The Russian authorities are systematically improving the security of the digital environment, the cabinet said. They noted that a multi-level protection system is currently being formed step by step, which minimizes risks for citizens and complicates fraudulent schemes.

Grigorenko's office noted the success of the first package of anti-fraud initiatives in early 2025. It includes about 30 measures that have produced tangible results: more than 20 million citizens have self-banned loans, and over 13 million fraudulent SMS messages with false codes for "Public Services" have been blocked since August.

"According to the new rules, such codes are not received during a telephone conversation. As a result of the measures taken, for the first time since July of this year, a decrease in the number of registered digital crimes was recorded. In 10 months, their total number decreased by 9.5% compared to the same period last year," Grigorenko's office said.

The government noted that fraudsters are constantly adapting and looking for new ways to cheat.

"In this regard, the government immediately formed and submitted to the State Duma a second package of measures to protect citizens from fraudsters. It covers, among other things, the labeling of international calls, and also provides for the possibility of reporting cyberbullying through Gosuslugi," Grigorenko's office said.
